Some malware will block the site. I see this question a lot and have downloaded the file from Microsoft and uploaded it to my webserver as a quick fix. Here is the link:

also... are you able to get to www.microsoft.com at all? I have experienced a rootkit in the mbr that would allow browsing to most sites, but would block downloading of antivirus and spyware removal software.
