Default Office 2007 Color Scheme issue

I have had Office 2007 installed on a Windows 7 x64 OS and the color scheme looks like the attached picture. The SS is of Excel but the same pattern is happening on Word, Outlook etc. I do not know how it got to be the grey ribbon but I am unable to change it back to a regular color...

I have tried opening it in safe mode, and I have tried changing the color scheme and it does not take. I have also tried changing the color scheme in the Registry found here.



Has anyone seen this before, or know how to fix it?
