Are you sure the dll file belongs to Office and not one belonging to a 3rd-party addin?

Assuming it is an Office dll file, try repairing the Office installation (via Word Options|Resources|Diagnose).

So you're trying to reinstall? In that case, you'll need to update Windows with whatever components are missing. Since you haven't said what dll is referred to when the installer fails, I can't give specific advice. However, see: http://support.microsoft.com/kb/924619, especially Step 5. See: http://support.microsoft.com/kb/826511
The file in question should be copied by the installer to the install \MSOCACHE folder. However, some anti-virus programs interfere with the installation process, so you should make sure your's isn't running when you do the install. The other possibility is that a disk error prevented the file being written to the \MSOCACHE folder.
