Default Office Starter: Any Macro or VBE?

I'd just move to a new office which only has Office Starter. And in the menu, I can't see the developer tab, even after I tried to go to the option and wanted to set it up in Customize Ribbons. Is there any VBE in Starter?

Yes, I've read this link today. But just I couldn't find the option in my office computer. Will there be the possibility of having no developer function in some Office Starter? Mine is the traditional Chinese one.

Just report back my case.
Mine (Starter - Traditional Chinese) doesn't support Macros as I tried to open a xlsm file and that popup message appeared.
