Open file and special characters show up.

I have to register for this online thing for a class and whenever I open the file on WordPad or Notepad these special characters show up and nothing else.
People have told me to repair but it still does not work.
I can't open it on Microsoft Word because it doesn't give me that option.
I don't know much about computers so I have no idea what to do.

Any help will be much appreciated.
