Hi Mike,
You don't need to install Office 97. Copy the Office 97 CD to a temporary folder on the HDD. Then, when you install Office 2000, it will either find it on its own or, if it doesn't, prompt you for the location of the qualifying product; in that case, simply point it to the temporary folder. Afterwards, you can delete the temporary folder. Note: you should be able to do this without even copying anything to the HDD - when the Office 2000 installer prompts you for the location of the qualifying product, simply insert the Office 97 CD.
