Is there a reason you can't send a separate mailmerge email to each recipient?

What I am facing now is I have a list of companies that I will send specific offers of our services to company by company. That means each company will receive one offer that contains the services are relevant to its needs. However, each company have 2 - 3 recipients, let's say contact person, his/her managers or boss. I am trying to use Mail Merge in Word to send those offers, but I want to make Mail Merge to send one offer to 2 - 3 recipients: contact person, his/her managers or boss.

Could you please help me doing so?
