Default SKIPIF with multiple conditions and 0 and 1?

I conjured up this code based off of a couple different posts I've read. I could not get anything to return and I noticed that another user suggested using 0 and 1 in coordination with * and +... but I don't understand what those mean or how to use them. BUT... IT WORKS! Awesome.

It works. That's all I know... what I don't know is WHY it works. Can anyone help explain how to use 0 and 1 along with * and +? Also, what if, in the future, I needed a third condition... would I have to use 0 1 2? and what's the equal sign for?
