Your description suggests the value in Access is stored as '23 5', not '23.5' and, that without the addition of the picture switch, what you're seeing in the output as '23.5' is actually '23 5' with the space shown as '.'. Clicking on the ¶ symbol on the Ribbon's Home tab to turn off the formatting display would likely confirm that.
