Why does the forum not allow two consecutive reputation ratings for the same person without giving reputation to someone else first?

In my thread on the Word VBA forum, macropod posted a number of excellent solutions that would have taken me hours and hours to research and figure out on my own. I gave him positive reputation for the first, but when I tried it on a second post, it was rejected.

No one else contributed to this thread and I do not have any other active threads, so there is no valid way for me to give someone else reputation. This seems like an overly restrictive limitation. I think I understand the reason, but I think a better limit would be something like 3 or 4 in the same thread or on the same day or something. Limiting it to the same person seems unfair to that person, especially if the giver is not interacting with anyone else at the time.
