Default Searching A Database Two Ways

I work with building code tables often and am trying to create two different formulas:


1. Given data from the left column and data from the array, output the intersection from the top row.
2. Given data from the left column and data from the top row, output the intersection of the two from the array.

I've tried MATCH, VLOOKUP, INDEX, and combinations and can't seem to get it right. I've attached a spreadsheet sample of what I'm trying to do. Can anybody help me with this?
