use formulae in conditional formatting such as for amber:

=TODAY()=DATE(YEAR(TODAY()),MONTH(A2),DAY(A2))

for green:

=TODAY()>DATE(YEAR(TODAY()),MONTH(A2),DAY(A2))

for red:

=TODAY()<DATE(YEAR(TODAY()),MONTH(A2),DAY(A2))
