Default Completely lost on formula - vlookup? Index/Match?

Hi y'all!

I am struggling big time with a spreadsheet/workbook I use for work purposes. I have attached a copy, but the basic gist is:

-Sheet 1 (labeled Raw Data in the dummy workbook) lists client names and information I track -- to include their admission date, status, most recent recertification date, and next recertification date.

-Sheet 2 (labeled Output I Need in the dummy workbook) has a place for last name, first name, and next recertification date. I also have in the top corner Start and End dates, but these I just added as possible helper cells and can definitely be removed if necessary.

What I am needing is for Sheet 2 to look at the data in Sheet 1, and pull over/make a list of the clients that a) have a "next recertification due" date between the specified Start and End dates, and b) are "current" status. I have decent-ish working knowledge of Excel, but my searching around hasn't really found me anything for the specifics of what I'm needing, so I'm really stumped! I am in Office 2019 and unable to use Office 365 (and the filter function sadly) because of program rules (for whatever reason).



Any help at all would be so, so appreciated!!
