Default Conditional formatting ignoring Maximum value

I've created conditional formatting based on a three-color range, yellow/orange/red, with the parameters of 180/90/0 for the minimum, middle, and maximum values. (see attachment). It appears Excel is ignoring the maximum value as it is coloring cells yellow when the number in the cell is well over 180.

All numbers 180 and above will be the same colour, as will all numbers 0 and below. (Test it by filtering on cell colour.) Isn't this to be expected?
How do you want numbers above 180 to be formatted?

I thought indicating 0 as the minimum and 180 as the maximum value would mean anything below 0 and over 180 would be ignored. No formatting. I tried to format >=0 and >=180 but apparently didn't do it correctly.

See the CFs in range A1:A17 in the attached.

Not in the attached, you could do it with just 2 CFs:

One thing you may have forgotten to do when setting up the additional CFs is while setting the format, to actually click on the No Color button (so that the Clear button is no longer greyed out):

Sorry for the late reply. This worked almost 100%. I did change the Midpoint on the gradient scale to Number=90, which made the color shift on the scale work better. Thanks for the help.
