I have two Excel sheet tabs. On the first tab is just a basic spreadsheet of columns and rows of data. The second sheet tab has two legends of summarized data. I'd rather separate the data into two sheet tabs since the column widths are very different. Is there a way to merge the two sheets into one and convert it into a one-page PDF?

Use Power Query to load the two sheets to one table. Then convert to PDF.

Is Power Query an add-in? Either way, I wouldn't be able to install it on my work computer. Any other options?

I think PQ is included in XL 2021 ( if that is still your excel version) It might be called " Get and Transform"

As Pecoflyer has indicated. Power Query in your version is called Get and Transform Data and is found on the Data Tab of the Ribbon. This link to a video will get you started in doing data transformations/combinations/mergers.
