Default Change format of 'blank wookbook'

I know that I can save a workbook to the XLStart folder so that when Excell opens it uses certain formats.

But when I click - new - blank workbook - the settings are not the same.

Is there a way I can define the settings in ' new blank workbook'?

No, other than the things that are set in Excel Options, such as the default number of new sheets.
