Question Collapse Rows When NOT Selected

I have a large spreadsheet with multiple updates for each line item, creating the need to scroll a lot to find information. I would like the rows to expand/collapse based on when that row is selected/unselected. I am not referring to hiding rows and I don't want to use Groupings for more than one reason. Is it possible to setup my spreadsheet in this manner? I have attached two examples: #1 is what my spreadsheet looks like and #2 is how I would like to see it. Notice that in example #1, column B, I have the identifier in row 9 and the remaining rows below is what I would think might be collapsible.
