Default Vlookup issues using military time


I've created my time sheet, with it all in military time. Its all working fine UNTIL I try to use "Vlookup".. no matter what I try to have looked up, its always returning the previous row's information.. I've checked, rechecked and triplechecked the formula/function but always gives the incorrect return. I have tried creating new table names but same result. Could it be the military time problem?
