Here's an editable (and prefilled) pdf I made a long time ago. I tried making a link in a spreadsheet, then pointing it to the pdf's location on my pc. It did open as expected, with the information prefilled still.
Maybe you can try with this pdf and see what happens? I'm using PDF X-Change Editor v9 by the way.
