Default Conditional Formatting not coloring the cells

I set up a status column and want to have Not Started (red), In Work(blue), and Completed (green) as drop down options for cells D9-D19. Did I set it up correctly (image attached)

Thanks.

Default

Instead of:
=$D$9:$D$19="Completed"
try:
=$D9="Completed"
similar for the others.
