Default IF-AND-OR Function Help for Status

Trying to build a status spreadsheet that will eventually feed a SharePoint site dashboard. I am trying to figure out how to display color in D3 based on the 1-4 conditions in A3 when compared to a numerical value in B3. I have filled out what I believe are all the conditions possible in column D. Is this done using the functions or should I be researching on how to build a VBA?

what does this sign mean in your table ? >< ?
Different from ? So ><7-11 would be not between 7 and 11 ? I don't get it

Pecoflyer,
The ><7-11 means greater than 7 and less than 11. When the value is in the range then
I get the color. Trying to learn proper formatting for formulas, so any pointers would be appreciated.

What is the relation between Your date range and the drop-down? I can't get the logic

Pecoflyer - No relation between date range and drop-down list. The thought process is a team member selects status from the drop-down in column A and puts the date they checked the system in column C. Using the date the spreadsheet is opened cell A1(=Today()) and the date in column C I get a column B number of days since last check. Using one of the date ranges in column G cells and comparing it to the status in column A I get a color displayed in column D. As an example I select Operational in column A put a date in column C and I open the spreadsheet and it has been 12 days since the last system check I get yellow in Column D. TIA for the help.

Like this? I played around with the number of days, as the last update is unchanged.
Just remove the extra number I subtracted and review the update
