Also, are your pdfs really where you think they are? Your screenshot suggests that the pdf is in c:\you\documents, but your formula is looking in c:\transmittals.
Also, you are looking for a file called, "SD for Structure 01 - Guard House Tanker Discharge ", rather than "446-02-476- ... etc" (again, I'm basing this on the screenshot)
