Default Cannot change axis bounds (bounds reset to "auto" when I try to change them)

I have a strange issue in Excel 2016 on a particular PC (Windows 10). When I try to change the axis bounds of any chart (minimum or maximum), I can enter the new value but when I hit Enter to confirm the new value, it changes back to the automatic value. I tried the exact same thing with the exact same file (basically just a column of 1, 2, 3 and a scatter plot) on a different PC with a different Excel license there was no issue.



I tried a quick repair, an online repair, Windows update, even a complete reinstall of Office and nothing worked. Does anyone have any idea on what could be causing this? It seems like some sort of setting, but for the life of me I can't find it.
