Question Unable to operate any other excel file if the pop window is opened using ribbon item in one

We are working on a project where we have added some ribbon items in Excel adds-in. When any of the ribbon item is clicked, it opens as pop up as separate window. While the ribbon item is open, they cannot operate any other excel (open/modify/save). I started looking into this issue but it was working fine in my machine. I was able to open or edit new instances of excel while the pop window was still active. The office version installed in my machine was 1808. Today, I updated the office to its latest version available in software center to version 1908. Now even I am facing the same issue. So is there a possibility of bug in later versions of office components? Please suggest us a solution at the earliest. Thanks.

But it works if the excel is opened in admin mode. Why so?
