Default usage of $ sign

dear sirs

i have a problem in incorporating $ sign in formula

i having a table colum a with (male/female in another columns - department such as

i wanted to find number of males departmen wise:

used the formula =countifs(c$1:c$12,="1",$a1$a12,"=male")

if i copy the forumula in the next raw,it should change to next column keeping
other values in tact.

please guide me as to how i can go about it.
