how to return a value from a row selected by row above
My top row is 2020, 2021, etc. My second row are balances in a brokerage account that grows over time. In C1, I want to type a year. In C2 I want Excel to return the value of the account in that given year. Can Excel do this?

Yes. Search for HLOOKUP or just simply FIND or SEARCH in VBA.
