Default Can Shapes be Locked to an Image

I'm using the latest version of Excel on a PC to make Figures for reports. The base figure is usually an aerial photo which I add various shapes to showing the location of various features. Often I need to create an enlargement of the Figure. I need a way to lock the shapes (and text boxes) to the photo so they don't move when I enlarge the base photo. Can the shapes and text boxed be locked the image. Thanks.

What if you group the different shapes?

To group two or more objects together in a worksheet, follow these steps:
Select two or more objects. Hold down the Shift key or the Ctrl key to select multiple objects.
On the Drawing Tools Format tab, choose Group→Group in the Arrange group. The selected objects become one object with a single boundary box around it.
