VLOOKUP here needs numbers in E$4:E$10 to be sorted in ascending order. Currently, it not only does return #N/A for 2 top rows, it also returns false literas for 5 and 6.

Use VLOOKUP instead
Code:
=VLOOKUP(C5;E$5:F$11;2;0)
