Can't get AND function working

Greetings!

I have a big problem. I can't get AND function working withing my IF formulae. Even if I use examples from the Excel's own help =IF(AND(1<A3, A3<100), A3, "The value is out of range."), it keep saying that "The formula you entered contains an error".

My regional settings are set to use comma rather than dot as a decimal separator - can that be the source of the problem? Any other ideas?

Please help!
