Trying to link a cell from one worksheet to another

I click on cell in worksheet and type =up in the formula bar, then I highlight the cell in the worksheet I want to link from , hit enter, and the formula ='2018'!I69 appears in the cell instead of the number. Why is the formula appearing in the cell and not the number

The cell is formatted as text!
