Default Disable External Data Refresh

I have a spreadsheet fed by a MS Access DB that I refresh monthly. I have saved a copy of the spreadsheet to another place where access is controlled. But, I don't want the users to do Data - Refreshes. How can I turn this off?

If you go to Data|Properties for the table, you should see a checkbox to allow you to disable refresh.
