Default A Formula that will change a time of day frame based on # of minutes in another column

I'm not sure if this is even possible. I asked a colleague if this should be a macros or a formula. She said a formula. I am not very good with macros but can manage well with formulas but I can’t seem to get this one at all so if there is a solution that anyone has it will be much appreciated.

I have created a new format for the agendas of our senior management meetings. It will now display the actual time from and to (e.g. 9:30 a.m. – 9:35 a.m.) in one column with the number of minutes required for the agenda item in another. This will be a little more time consuming when creating it but that is fine. Where it is getting difficult is when I get items added after the agenda has been sent. Sometimes the item may belong early in the agenda so I am manually adjusting the column that displays the “from and to” time from that point on. It is not only more time consuming it is very vulnerable to error since I am reading the minutes manually every time.

What I would really love is a formula in column A of the attached spreadsheet that would change the “from and to” time based on the minutes displayed in column 5. All our meetings begin at 9:30 a.m.

As I said I’m not sure if this is even possible. All my attempts have fails so I appreciate any input from anyone.

I guess you will have to change the tt in the formulas in A3 and A4 to hh (two instances).

If you want to have a.m. and p.m. then see the attached (remember again to replace tt by hh)

Be sure to avoid merged cells.
