Scrolling gone mad

Hi For some reason my excel files keep scrolling to the right when I open a document
I also get the message"This operation has been cancelled due to restictions in effect on this computer. Please contact your system s administrator" As I am the only one who uses this computer I am confused and hope that someone may be able to help
