Default Conditional Fomatting Formats Next Cell

Conditional formatting formula: =isblank; applies to: =$Z$3:$Z$37
If any cell in the range is cleared (using delete key), the next cell in the range is formatted, not the original cell. For example, cell Z10 is cleared, cell Z11 is formatted. Why?
