Combine rows in one where other column is not null

Hi!

I have 2 columns below (Family and Members). I need help to merge rows from the 2nd column in one and the 1st column is still maintained separately.

Family...... Members
Thomas... Bill
.......... Dan
.......... Tony
.......... Katy
Garner.....Jen
.......... Sam
.......... John
Lee ......Hong
.......... Ben

The way should be:

Thomas Bill; Dan; Tony; Katy
Garner Jen; Sam; John

Lee Hong; Ben

I tried to use "Concatenate" to merge but the result didn't look correctly. Thanks!
