Assuming you are looking for first match that is >= search value, try, in F1:

=INDEX($J$2:$J$6,MATCH(TRUE,INDEX(INDEX($J$2:$P$6, 0,MATCH(E1,$J$1:$P$1,0))>=D1,0),0))
