Default Changing default formatting for an inserted row?

Right now, using my office's Excel 2007, if I select a row and choose "insert" it will copy the formatting of the row above. A little brush icon appears and allows me to set it to match the formatting above or below. However, I'm having trouble finding a way to set the default behavior to copy the formatting of the row below, which is far more often the case, rather than having the formatting come from the row above.

Use the Format as Table function and you can choose a canned table format or devise one of your own...among myriad other awesome features of Format as Table.

Will admit, been avoiding this feature for awhile just because I'm not sure of what I can and can't do with it. I'll take a look, thanks.
