Obviously I misunderstood your question. Apologies.
I don't know about clicking or double-clicking the cell but here is a sure fire way to see the Goal Seek window : On the Data tab, in the Data Tools group, click What-If Analysis, and then click Goal Seek. May not be what you are wanting ... but it's all I know. Perhaps someone else has a better way ?
