In Excel 2013, ctrl+c, ctrl+v, when formula is copied, pastes values, not formulas.
In fact, when I copy any cell, i dint have the option to paste as a value or just the format or reference, all I can do is to paste as Text |

In Excel 2016 under Options / Advanced / Cut, copy, and paste there is an option to "Show Paste Options button when content is pasted". After turning this on, copy and paste a formula as usual then click on the options button that appears. Select the appropriate option button to change the way the paste behaves.
