Default Cell Comments in a Protected spreadsheet

I have a workbook that is protected and then the spreadsheets are protected. How do I insert comments into cells that allow editing? Are there specific steps I need to do to allow insertion of comments?

If the cells allow editing, there's no need for special procedures. Simply right click on the cell and choose Insert Comment.
