Default Conditional formatting not working with simple formula

I am trying to highlight rows where column H is greater than 7 but its is not working. Rows are being highlighted where H>=7 and less that the highest number in the sequence. It looks like the formatted rows are moving up one row. See the attached picture for the formatting rule and the result. Any help on this problem would be appreciated.

Could you please post a sample sheet
Perhaps try =$a$2:$I50000 as range to apply to but starting in row 2

Fixed it. The rule has to start at the top of the area applied to so its $H1 not $H2>7. This slides down the formatting one row for some reason.
