Default Cell Color based on date

Given the attached spreadsheet

How do I program Migration Date:
1. To have a green fill if Target Validation Date is greater than Today Date
2. To have a yellow fill if Target Validation Date is less than or equal to Today Date and Less than Target Validation Date + 15 days
3. To have a red fill if today’s date is greater than Target Validation date +15 and less than or equal to Migration date
