Counting cells in upper x% of range

I have a set of cells with different values. The set consists of 20 rows with 5 cells each. Each row belongs, for example, to a share/security.
I now want to count for each share/security how many cells belonging to that share show values in the upper 15% all 100 values.

Is that possible?
