how to show who in this month Expiry

hello everyone.

i try to show who's name Expiry Date in this month of year (May,2016)

in this function or any function fix this.

=IFERROR(INDEX($C$2:$C$16,SMALL(IF($F$2=B2:B16,ROW (C2:C16)-1,""),ROW()-3)),"")

all help will be appreciated
