Default Chart y-axis minimum, auto not working?

Look at the attached charts, the one on the lower right in particular. For some reason, the y-axis has a minimum of zero even though there are no values charted under 0.100.

The chart is identical to the one above it where the y-axis minimum is 0.100. The settings for all the y-axes on the charts is Auto for the minimum.

Does anyone have any idea why this happens. I've seen it happen a lot but I can't put my finger on just what causes it.
