Linking Cell

I need to do a Data Base that has 15 columns. The Data Base contains programs and subprograms. How can I link the subprogram rows to the program so when I sort the data the rows stay together?

Program_Code Program Title

100001 Teacher Program
Teacher Level 1
Teacger Level 2
Teacher Level 3

Not exactly sure what you need here. Could you attach a sample file and provide a little more information on what you want to do?
