Default There was a problem sending the command to the program

Whenever I double-click on a .xls file in Windows Explorer I get the following error message, "There was a problem sending the command to the program".

I have checked the file association and .xls DOES point to Microsoft Excel

I have to open Excel and do a File/Open, navigate to the location of the spreadsheet, then double-click on the file to open it.

I am running Office XP on a Windows 7 OS.

Opening a .doc file in windows explorer is working fine.

I thank you in advance for any help you can offer me on this annoyance.
