Try something like:
=SUMPRODUCT((AE:AE="JOHN")*(AF:AF<> 0))
where AF is the column containing the completion dates.

An alternative to avoid processing the entire column:

=COUNTIFS(AE:AE, "JOHN", AF:AF, ">0")
