Default Drop Downs

I'm working on.. I need help capping the drop down selections to only 9 picks. Once 9 has been reached, user will have to deselect one to pick another.
Also, I would like to have the picks automatically populate to a list in vertical order just below the counter.

Any assistance with formulas etc would be greatly appreciated.

Ex.1


Column b. Column C
Row 5: Team1/team2. Team3/team4
------------------------ ------------------------
Team 1. Team 3
Drop downs > Team 2. Team 4

32 teams (16 cells w team vs team(team1/team2))
Once user has selected 9 teams . .. the picks need to automatically shoot down to a list a few rows down

Row 10 : Pick1 _________
Pick2. ________
Etc..
