Default Setting specific values to colors

I want to specify certain values to a specified color and i do not know how to go about this. E.g. value of 60 - black color and value of 30 - red color. How do i do this?

You could do this with conditional formatting.

Home/Conditional Formatting/

Highlight cells rules... follow the instructions!
